Arsen was born in Makhachkala, the Republic of Dagestan, Russia. In 1994, he graduated from the Repin Institute of Fine Arts in Russia. Since then, he has been serving as a professor at this institute.

He is a member of the Union of Artists of Russia, a director of the Saint - Petersburg Union of Artists, and the deputy dean of the Repin Institute of Fine Arts.
